What is the Act East Policy?
India's Act East Policy is the upgraded, action-oriented successor to the Look East Policy (1991). It was announced by Prime Minister Narendra Modi on 13 November 2014 at the 9th East Asia Summit in Nay Pyi Daw, Myanmar. The policy shifts India's engagement with Southeast and East Asia from a diplomatic posture to a project-based, outcome-driven framework.
The policy places ASEAN at its central pillar and extends India's strategic, economic, and cultural outreach across the wider Indo-Pacific. It is built around the 4 C's framework — Culture, Commerce, Connectivity, and Capacity Building. For the first time, India made maritime security and freedom of navigation a core feature of its eastward engagement.
