Context: India had already surpassed its 2030 non-fossil capacity target ahead of schedule — achieving 52.57% non-fossil installed capacity by February 2026 (against the 50% target for 2030). Loss and Damage: COP27 to COP28

"Loss and Damage" (L&D) refers to negative impacts of climate change that cannot be adapted to — permanent losses (biodiversity extinction, cultural heritage, territory from sea-level rise) and residual damages beyond adaptive capacity.

Heat Action Plans

India leads global innovation in municipal heat action plans:

Ahmedabad Heat Action Plan (2013): The first municipal heat action plan in South Asia (often cited as first in the world among major cities). Developed after the devastating May 2010 heatwave that caused ~1,344 excess deaths in one month. Since 2013, the plan is estimated to have prevented ~1,190 deaths annually.

India's Union Cabinet approved an updated Nationally Determined Contribution (NDC) for the 2031–2035 period on 25 March 2026. The new targets commit India to: (a) reduce emissions intensity of GDP by 47% from 2005 levels by 2035 (upgraded from 45% by 2030); (b) achieve 60% of total installed electricity capacity from non-fossil fuel sources by 2035; and (c) expand carbon sinks through forest and tree cover to absorb 3.5–4 billion tonnes CO₂ equivalent.

India's Heat Action Plans — Expansion Post 2024 Heatwave
