What is Atmanirbhar Bharat?
Atmanirbhar Bharat, literally "Self-Reliant India", is a policy vision articulated by Prime Minister Narendra Modi on 12 May 2020. It seeks to make India self-sustaining and globally competitive — not by closing the economy, but by building domestic capacity, local value-addition and resilient supply chains. The government has repeatedly clarified that self-reliance here is "not protectionist, exclusionist or isolationist", but rather aims to make India a larger and more important part of the world economy (pmindia.gov.in, May 2020).
The phrase gained national prominence during the COVID-19 pandemic, when it framed a Rs 20 lakh crore relief-and-reform package — roughly 10% of India's GDP. Finance Minister Nirmala Sitharaman detailed the package in tranches from 13 to 17 May 2020 (PIB, 2020).
The Five Pillars
The vision rests on five pillars (as announced 12 May 2020):
| Pillar | Focus |
|---|---|
| Economy | Quantum jumps, not incremental change |
| Infrastructure | A modern identity for India |
| System | Technology-driven, 21st-century governance |
| Vibrant Demography | Harnessing the working-age population |
| Demand | Strengthening domestic supply and demand chains |
Key Features and Schemes
The 2020 package combined liquidity measures, MSME support, free foodgrain, agriculture reforms and structural changes. Including subsequent tranches (Atmanirbhar Bharat 1.0, 2.0 and 3.0) and RBI measures, the cumulative stimulus was estimated at about Rs 27 lakh crore — over 13% of GDP (PIB, 2020).
The flagship instrument is the Production Linked Incentive (PLI) scheme, launched in 2020 with a total outlay of Rs 1.97 lakh crore across 14 sectors — including electronics and IT hardware, pharmaceuticals, telecom, automobiles and auto components, textiles, white goods, drones and advanced chemistry cell batteries. The PLI aims to push manufacturing's share of GDP towards 25% and create domestic champions.
The campaign is complemented by the "Vocal for Local" drive, encouraging Indians to buy and promote local products so that "local goes global".
Current Status (as of 2025)
PLI implementation has shown measurable results. As of September 2025, actual investments of about Rs 2 lakh crore had been realised across the 14 sectors, generating incremental production/sales of over Rs 18.7 lakh crore and more than 12.6 lakh direct and indirect jobs (PIB, 2025). India shifted from being a net importer of bulk drugs to a net exporter, mobile-phone exports rose several-fold, and the telecom sector achieved significant import substitution.
UPSC Angle
For aspirants, Atmanirbhar Bharat is a high-yield GS3 anchor connecting Indian economy, industrial policy and inclusive growth. Mains answers should balance achievements (manufacturing momentum, export gains, jobs) against critiques — selective sectoral coverage, fears of protectionism, and the need to integrate with global value chains. Link it to Make in India, PM Gati Shakti and Viksit Bharat @2047 for a layered, well-rounded response.
Foundation concept — no direct PYQ on the exact term, but it underpins recurring questions on manufacturing competitiveness, PLI schemes and economic self-reliance.
