Key bottleneck — DPC and empanelment:
- Promotions up to JAG are through Departmental Promotion Committee (DPC) — largely seniority-based with ACR review
- From SAG (Joint Secretary level) onwards: empanelment is required — a competitive selection considering PARs, vigilance clearance, and domain expertise
- Not all IAS officers reach Secretary level — the pyramid narrows significantly at SAG
Accelerated promotion:
- No formal fast-track; merit-based empanelment at Secretary level rewards stronger performance records
- Officers posted to PMO, Cabinet Secretariat, or Finance Ministry gain visibility for senior empanelment
